Prohibits the student learning growth formula from being used as the only factor in determining placement decisions for classroom teachers and other instructional staff

Requires the Commissioner of Education to continue approving formulas to measure individual student learning growth on statewide standardized assessments in English Language Arts and mathematics

Mandates that student learning growth formulas consider each student's prior academic performance and account for factors such as attendance, disability status, and English language learner status

Requires formulas to not set different expectations for student learning growth based on student gender, race, ethnicity, or socioeconomic status

Takes effect July 1, 2018
