Notes that U.S. citizens residing in Puerto Rico are denied equal federal benefits under certain laws such as Supplemental Security Income despite being U.S. citizens.

Cites the humanitarian crisis from Hurricanes Irma and Maria as demonstrating the need for formal incorporation to ensure federal disaster response receives equal priority as in other states.

Directs the Secretary of State to send copies of this memorial to the President, congressional leadership, and the Florida delegation to Congress.
