Repeals section 110.181, F.S., which established the Florida State Employees' Charitable Campaign.

Prohibits organizations, entities, and persons from intentionally soliciting state employees for fundraising or business purposes within work areas during work hours.

Permits state-approved communications by entities contracted to provide employee benefits or services.

Permits noncoercive voluntary communications between state employees in workplace areas and activities at authorized public events in nonwork areas of state facilities.

Takes effect July 1, 2018.
