Requires the Department of Management Services to implement formulary management cost-saving measures for the state employees' prescription drug program that include formulary inclusion or exclusion of drugs.

Prohibits cost-saving measures from restricting access to the most clinically appropriate, clinically effective, and lowest net-cost prescription drugs.

Allows excluded drugs to be made available if a physician, advanced registered nurse practitioner, or physician assistant certifies in writing that the drug is medically necessary and cannot be substituted.

Removes the prohibition on implementing restricted prescription drug formularies or prior authorization programs in the state employees' prescription drug program.

Takes effect January 1, 2019.
