Allows agencies to share trade secrets with other governmental entities whose officers or employees have a lawful need to access the information within their duties.

Protects agency employees from civil or criminal liability for releasing records containing trade secrets when acting in good faith and in performance of their duties; establishes sunset review date of October 2, 2023.
