Deletes requirement for Department of Children and Families to develop a certification process for community substance abuse prevention coalitions

Exempts inmate substance abuse programs operated by or under contract with the Department of Corrections or jails from licensure accreditation requirements

Requires the department to request all medical information from jails within 2 business days after receiving a commitment order for defendants adjudicated incompetent or not guilty by reason of insanity, with jails required to provide information within 3 business days

Mandates continuation of psychotropic medication for defendants discharged from mental health facilities to jail unless jail physician documents need for changes, with joint collaboration between jail and department physicians required but final medication authority resting with jail physician
