Creates the "Florida Call-Blocking Act" to establish rules for call blocking by telecommunications providers in Florida.

Authorizes providers to block calls when the subscriber assigned that number requests blocking for numbers used for inbound calls only.

Allows providers to block calls originating from invalid North American Numbering Plan numbers, unallocated valid numbers, and allocated but unused numbers (with verification from the number holder).

Prohibits blocking of emergency calls to 911 regardless of originating number validity or allocation status.

Permits providers to rely on caller identification service information to determine originating numbers for blocking purposes; takes effect July 1, 2018.
