Proposes amendment to Section 5 of Article XI of the Florida State Constitution to increase the voter approval threshold for constitutional amendments and revisions from 60 percent to 66⅔ percent

Applies to all proposed amendments or revisions submitted to voters, whether proposed by the legislature, constitutional convention, revision commission, or ballot initiative

Requires the increased threshold to take effect for elections held more than 90 days after the joint resolution proposing the amendment is filed with the state custodian of records

Directs legislature to provide public notice and financial impact statements regarding proposed amendments, with publication required in newspapers during the tenth and sixth weeks before the election

Requires voter approval at the next general election or at a special election authorized by three-fourths affirmative vote of both houses of the legislature
