Requires metropolitan planning organizations (MPOs) designated before July 1, 2018 to have voting membership of 5-25 apportioned members based on equitable geographic-population ratios.

Establishes separate voting membership requirements for MPOs designated on or after July 1, 2018 as a result of combining or merging previously separate MPOs, with a minimum of 5 members determined by geographic-population ratio.

Authorizes the Governor to allow MPO members representing municipalities to alternate with representatives from other municipalities in the metropolitan planning area that lack MPO representation.

Requires voting members to be elected officials of general-purpose local governments, with county commissioners composing at least one-third of single-county MPO boards and at least 20 percent of multicounty boards under certain conditions.

Allows MPOs to include statutorily authorized planning board members, transportation agency officials, or Space Florida officials as part of their apportioned voting membership.
