Redefines "tobacco products" to include all recreational nicotine products such as electronic nicotine delivery systems, e-liquid, hookah, dissolvable tobacco, and nicotine gel.

Requires tobacco product sales to occur only in direct, face-to-face exchanges with dealers or their agents, removing the previous allowance for vending machine sales with lockout devices.

Prohibits retailers from displaying electronic nicotine delivery systems and e-liquid in open units unless the unit is in an inaccessible area or the establishment bans persons under 18 from the premises.

Adds cigars, hookah and waterpipe tobacco, dissolvable tobacco, and nicotine gel to the list of products exempt from direct sale requirements.

Repeals section 877.112 (relating to nicotine products and nicotine dispensing devices) and removes references to it in driver license suspension provisions for minors; effective July 1, 2018.
