Requires the Department of Children and Families to adopt or amend licensing rules for child-placing agencies to include specific provisions preventing the separation of siblings.

Mandates siblings be placed in the same home whenever possible, or in the same residential campus if same-home placement is not feasible, with all placement efforts documented in each child's record.

Requires that if a foster home cannot accept all siblings, the siblings must be placed in residential care instead, and stable siblings in residential care must remain there until permanency is achieved.

Maintains existing licensing requirements for child-placing agencies related to compliance with sections 63.0422 and 790.335 of Florida Statutes.

Takes effect July 1, 2018.
