Requires medical, financial, mental health records, and financial audits to be provided to the Office of Public and Professional Guardians or its designee upon request for guardian investigations related to evaluating the public guardianship system or assessing the need for additional public guardianship.

Authorizes the clerk of the circuit court to conduct audits and cause initial and annual guardianship reports to be audited, and requires the clerk to advise the court of audit results.

Prohibits fees or costs incurred by a guardian in responding to a review or audit from being paid or reimbursed by the ward's assets if the court finds wrongdoing.

Permits the clerk to disclose confidential information to the Department of Children and Families or law enforcement agencies by court order.

Authorizes guardians of property to provide confidential ward information related to investigations to the clerk or Office of Public and Professional Guardians investigators without obtaining court approval, with those recipients required to maintain confidentiality.
