Creates section 985.6885, Florida Statutes, establishing authorized visitors to all juvenile detention facilities operated or overseen by the Department of Juvenile Justice or county agencies.

Authorizes the Governor, Cabinet members, state legislators, state court judges, state attorneys, and public defenders to visit juvenile facilities between 6 a.m. and 11 p.m. without advance notice.

Permits authorized visitors to access facilities outside regular hours (before 6 a.m. or after 11 p.m.) subject to department rules.

Prohibits the Department of Juvenile Justice from unreasonably denying access to bona fide reporters and writers.

Requires the Department of Juvenile Justice to adopt implementing rules.
