Requires the Division of Emergency Management to deploy resources providing guidance to entities on procedures and documentation needed to obtain maximum allowable reimbursements from the Federal Emergency Management Agency for disaster-related expenditures.

Mandates the division establish and maintain a registry with homeless shelters and service providers in coordination with local emergency management agencies to identify individuals experiencing homelessness who may need assistance or shelter during evacuations.

Requires the state comprehensive emergency management plan to include strategies for sheltering individuals with service animals or pets and people experiencing homelessness; requires the division to publish information on its website regarding shelter policies on accepting service animals or pets.

Upon request of a local emergency management agency director, requires Florida College System institutions and state universities to participate in emergency management by providing facilities and personnel, and to coordinate vehicles and personnel with local emergency management agencies during emergency evacuations.

Updates terminology in shelter survey and coordination provisions by replacing references to "community colleges" with "Florida College System institutions" and "state universities."
