Authorizes Hillsborough County to pay $400,000 to the Estate of Darcia Lynn Dominguez in two equal installments of $200,000 each, with payments made in October of the year following enactment and the following year.

Compensates the surviving spouse Jorge L. Dominguez and three daughters (Tori Alexis, Brittney Delores, and Chelsea Beatrice Dominguez) for the February 26, 2010 wrongful death of Darcia Lynn Dominguez, a 39-year-old registered nurse.

Finds Hillsborough County and employee Santiago Hasbun liable for negligently operating a county tractor-trailer that stalled on Veterans Highway in Tampa without proper warning, leading to Ms. Dominguez's fatal crash into the vehicle.

Limits attorney fees for this claim to a maximum of 25 percent of the $400,000 award.

Provides that the total compensation paid by Hillsborough County ($600,000 including the county's $200,000 sovereign immunity limit paid previously) shall constitute sole compensation for all claims arising from this incident.
