Exempts law enforcement officers operating marked or unmarked official vehicles from toll payment while on official law enforcement business, defined to include patrol operations, investigative activities, crime prevention operations, and traffic operations.

Changes Alligator Alley toll revenue reimbursement to local governments for operating the fire station at mile marker 63 from a design and construction model to reimbursing direct actual operating costs through interlocal agreements effective July 1, 2014, through June 30, 2019.

Requires expressway authorities in counties with populations over 250,000 to submit compliance information to the Governor by October 1, 2018, regarding a minimum 5 percent toll reduction requirement.

Dissolves existing expressway authority boards effective October 31, 2018, and appoints new boards if the required toll reduction has not been implemented, with current board members prohibited from appointment to the new board except the district secretary of the Department of Transportation.
