Creates the Energy 2040 Task Force within the Public Service Commission to project Florida's electric energy needs through 2040 and recommend policies to meet those needs efficiently, affordably, and reliably.

Task force must consider topics including population and electricity forecasts, nonutility renewable energy retail sales, microgrid effects, emerging technologies (solar, smart grid, energy storage, electric vehicles, distributed generation, storm hardening), and environmental impacts.

Task force membership consists of the Public Counsel (chair), PSC executive director, chair of Florida Energy Systems Consortium, CEO of Florida Reliability Coordinating Council, and four legislative members appointed by Senate President and House Speaker.

Appointments must be made by July 1, 2018, with first meeting by August 1, 2018; quorum requires five members and decisions require majority vote; members receive per diem and travel expenses but no compensation.

Task force must submit recommendations to the President of the Senate, Speaker of the House, and Governor by January 1, 2020, and the task force expires June 30, 2020.
