Revises retail theft aggregation requirements from theft at multiple locations within 48 hours to theft from one or more locations over a 90-day period with an aggregate value exceeding $1,000 to constitute a third-degree felony.

Creates new felony offense for receiving, possessing, or purchasing merchandise or stored value cards obtained from fraudulent returns, punishable as a third-degree felony.

Maintains existing provisions for second-degree felony charges when person has prior conviction for third-degree retail theft or when coordinating activities involving stolen property valued in excess of $3,000.

Reenacts Level 5 offense severity ranking chart to reflect amendments made to retail theft statutes.

Effective July 1, 2018.
