Creates the Trust Fund for Victims of Human Trafficking and Prevention within the Department of Law Enforcement, funded through proceeds under section 787.061 and other sources including legislative appropriations.

Authorizes the fund to support public education on human trafficking, prevention of minor recruitment in schools, survivors' resource centers with legal and social services, and advertising of the National Human Trafficking Resource Center hotline and BeFree Textline.

Allows funding for coordination between law enforcement and service providers, assistance with vacating convictions of trafficking victims, and support for medical/mental health treatment, living expenses, lost wages, and repatriation of victims.

Permits the Department of Law Enforcement to contract with qualified entities to manage and provide services outlined in the bill, subject to availability of funds and legislative appropriation.

Establishes the trust fund to terminate on July 1, 2022, unless terminated sooner, with a required review before scheduled termination per state constitutional requirements.
