Amends dual enrollment articulation agreements between postsecondary institutions and private schools to prohibit passing tuition, fees, registration fees, and laboratory fees to students or the private schools they attend.

Removes the requirement for private school articulation agreements to include a provision stating whether the private school will compensate the postsecondary institution at the standard tuition rate per credit hour for dual enrollment courses.

Requires postsecondary institutions eligible for dual enrollment programs to enter into private school articulation agreements with eligible private schools in their geographic service area by August 1 of each year.

Takes effect July 1, 2018.
