Creates the Office of Drug Control within the Executive Office of the Governor, headed by a director appointed by the Governor and confirmed by the Senate.

Directs the office to coordinate drug control efforts with federal, state, and local agencies, and serve as the Governor's liaison on substance abuse matters.

Requires the office to provide public information about substance abuse programs, secure funding for drug control efforts, and develop a strategic program linking state agency drug control activities.

Mandates the office director to advise the Governor and Legislature annually on substance abuse trends, current program status, and recommendations for implementing the state drug control strategy.

Takes effect July 1, 2018.
