Creates an exemption from public records requirements for United States Census Bureau address information held by state agencies, including maps showing structure location points and records verifying or identifying address errors under the Local Update of Census Addresses Program authorized by 13 U.S.C. § 16.

Permits release of such information between agencies or governmental entities that are performing duties under the Local Update of Census Addresses Program.

Grants agencies participating in the Local Update of Census Addresses Program access to other confidential or exempt information held by other agencies when necessary to perform their program duties.

Sunsets the exemption on October 2, 2023, unless the Legislature reviews and reenacts it under the Open Government Sunset Review Act.

States that the exemption is necessary because federal requirements mandate confidentiality agreements and agencies would be unable to participate in the program without this protection.
