Expands eligibility for McKay Scholarships to include students with disabilities diagnosed by licensed physicians (chapters 458 or 459), licensed psychologists (chapter 490), or physicians licensed in another U.S. state, territory, or Puerto Rico, in addition to existing IEP and 504 plan requirements.

Exempts students in kindergarten through grade 5 from the prior school year attendance requirement beginning in the 2018-2019 school year, while maintaining other eligibility requirements.

Establishes scholarship amount for students diagnosed by physicians or psychologists at support Level II of service on the matrix, with adjustment provisions once the school district completes its matrix.

Clarifies that students with 504 accommodation plans receive scholarships based on the program cost factor generated through the Florida Education Finance Program.

Takes effect July 1, 2018.
