Creates section 287.05715, Florida Statutes, to establish a framework for pay-for-success contracts between state agencies and 501(c)(3) nonprofit organizations.

Requires state agencies to obtain specific appropriations and provisos in the General Appropriations Act before entering into pay-for-success contracts; agency head must determine the contract will result in quantifiable public benefits and monetary savings.

Each contract must include specified performance targets, outcome measures, independent third-party evaluator reports at mid-term and contract end, and success payments to the private entity within 60 days of evaluation reports.

Limits eligible services and programs to early childhood care, education and workforce preparedness, public safety, health and human services, and long-term or community-based care services.

Prohibits private entities from accessing confidential client information; requires annual agency reports to legislative appropriations committees by April 1; directs Department of Management Services to prescribe procedures by December 1, 2018; effective July 1, 2018.
