Requires new assisted living facility employees to complete a 2-hour preservice orientation covering responsible care and resident needs before interacting with residents.

Mandates the Department of Elderly Affairs develop a core curriculum for training and allows only trainers using the department's curriculum or an approved alternative curriculum; trainers using alternative curricula must submit them for departmental approval by December 31 annually.

Adds emergency and disaster preparedness as a required training topic for assisted living facility staff.

Requires new facility administrators to complete at least 40 hours of instruction and pass a competency test within 90 days of employment, replacing the previous "reasonable time" standard.

Requires registered trainers to submit information on trainings conducted (date, time, location) to the department at least once annually.
