Requires law enforcement agencies to provide victims with instructions on replevin actions and procedures under Florida Statutes sections 538.08 and 539.001(15) when taking a stolen property report.

Mandates law enforcement agencies make reasonable efforts to promptly provide victims with the name and location of a pawnshop if the agency locates stolen property in a pawnbroker's possession.

Maintains the law enforcement agency's duty to place a 90-day hold on property located in a pawnshop while awaiting court disposition.

Clarifies that law enforcement agencies must promptly return a victim's property held for evidentiary purposes unless there is a compelling law enforcement reason for retaining it.

Takes effect July 1, 2018.
