Authorizes local law enforcement agencies to activate the Emergency Alert System and issue Lockdown Alerts to schools and child care facilities when a person suspected of killing, causing serious bodily injury, or assaulting someone with a deadly weapon has fled the scene and poses an imminent threat.

Requires each local law enforcement agency to create and maintain a list of all public schools, private schools, and child care facilities within its jurisdiction eligible to receive Lockdown Alerts; allows schools and facilities to verify inclusion or register, and permits private schools and child care facilities to request removal from the list.

Requires the Department of Law Enforcement, in cooperation with the Department of Highway Safety and Motor Vehicles and Department of Transportation, to issue Imminent Threat Alerts to the public at the request of local law enforcement when an imminent threat exists.

Specifies that Imminent Threat Alerts must include, to the extent practicable, detailed suspect descriptions, vehicle information, license plate numbers, and other relevant details to assist in preventing harm or apprehending suspects.

Requires immediate dissemination of Imminent Threat Alerts through the Emergency Alert System and dynamic message signs on state highways; exempts agencies from violation if traffic emergencies require displaying traffic information instead of the alert.
