Removes the October 3, 2017 deadline for licensing one applicant who is a recognized class member of the Pigford v. Glickman or In Re Black Farmers Litigation cases.

Eliminates the requirement that the applicant also be a member of the Black Farmers and Agriculturalists Association–Florida Chapter to qualify for the license.

Modifies exemptions so the licensed applicant is exempt only from the requirement of subparagraph (b)2, rather than from requirements of both subparagraphs (b)1 and 2.

Takes effect upon becoming law.
