Defines "de-escalation training" as methods and tactics used by law enforcement officers to decrease the severity or volatility of encounters with the public when use of force is not required.

Creates the De-escalation Training Pilot Program within the Department of Law Enforcement, funded by the Office of Criminal Justice Grants.

Requires the department to conduct an open and competitive grant process to establish six local programs: three in counties and three in municipalities in other counties across diverse areas of the state.

Requires each local program to implement de-escalation training for law enforcement officers and submit annual reports to the department by July 1 on program implementation and training results.

Requires the department to compile local program reports and submit annual reports to the Governor, President of the Senate, Speaker of the House, and appropriate legislative committees; program expires June 30, 2021.
