Requires the Office of Early Learning to develop an equity-based formula for allocating school readiness program funding among early learning coalitions by January 31, 2019.

Formula must consider county population growth and demographics, with greater weight given to children 5 years or younger, mandated referrals, eligible children below 150% of federal poverty level, and local market rates.

Formula must be designed to maximize statewide enrollment of children 5 years or younger and establish statewide equity.

Formula must be implemented by July 1, 2020, and reviewed and updated at least every 2 years to ensure ongoing equity.

Authorizes the Office of Early Learning to adjust coalition allocations during each fiscal year to maximize enrollment and address funding fluctuations.
