Changes terminology from "Prior to" to "Before" when describing the point at which school districts may withhold Title I funds before allocating to eligible schools.

Eliminates the 1 percent withholding for parent involvement as a separate category, consolidating it into item (h) as family support services and parent engagement activities that supplement the federally required 1 percent reserve.

Expands allowable withholdings to include migrant supplemental services, extended learning opportunities (summer school, before-school/after-school programs), supplemental academic and enrichment services for low-performing schools, and the district's approved indirect cost rate.

Maintains the 8 percent cap on administration withholdings and preserves existing eligible uses for homeless programs, delinquent and neglected programs, prekindergarten programs, private school equitable services, and transportation for foster care children.

Takes effect July 1, 2018.
