Establishes a $25 annual use fee for the Ethical Ecotourism license plate, effective October 1, 2018.

Directs the Department of Highway Safety and Motor Vehicles to develop the Ethical Ecotourism license plate with "Florida" at the top and department-approved words at the bottom.

Distributes annual use fees equally between the Florida Society for Ethical Ecotourism and Paddle Florida, Inc., each allowing up to 10 percent for administrative costs and marketing, with remaining funds used for environmental education and water conservation awareness.

Restructures section 320.089 to reorganize military and veteran special license plate provisions into numbered subsections (1-10) for various military servicemembers, veterans, and Pearl Harbor survivors, including a new Bronze Star Medal recipient license plate.

Adds Bronze Star Medal recipient license plates, with separate plates available for recipients with the "V" device designation, effective July 1, 2018.
