Expands public records exemption from photographs, videos, and audio recordings depicting killings to include any person (not just law enforcement officers acting in official duties).

Excludes from the exemption killings of persons in state agency care and custody, including those in protective investigations, foster care, vulnerable adult protective supervision, or Department of Corrections custody.

Allows surviving spouses, parents, or adult children of the deceased to view and copy such recordings; authorizes government agencies and courts to access recordings for official duties or upon showing good cause.

Imposes felony of the third degree penalties for willfully and knowingly violating the confidentiality restrictions or court orders related to these recordings.

Subjects the exemption to the Open Government Sunset Review Act and repeals the exemption on October 2, 2023, unless reenacted by the Legislature; applies retroactively to killings occurring on or after July 1, 2015.
