Requires county and municipal public officers requesting out-of-state or international travel to obtain approval from the governing body at a regularly scheduled meeting before travel, or obtain ratification at the next meeting with written explanation of good cause.

Mandates that travel authorization requests include an itemized list of all anticipated expenses, including transportation, lodging, and subsistence costs.

Requires approved travel to be posted on the county's or municipality's website within 10 days of approval and remain posted until the end of the next calendar quarter.

Obligates counties to post approved travel for municipalities that lack websites upon request.

Exempts county constitutional officers elected by county electors from these requirements.

Effective date: July 1, 2018.
