Requires private prekindergarten providers and public schools to provide pre- and post-assessment results to parents within 10 days of administration, including helpful resources for students.

Directs the Office of Early Learning to aggregate and distribute pre- and post-assessment results to early learning coalitions and school districts within 30 days, and display results on the office's website.

Allows children who completed a prekindergarten program but are determined to be at risk of not meeting performance standards to reenroll in a school-year program during the subsequent school year at parental request, beginning in the 2019-2020 school year.

Requires the reenrollment program be offered by a provider meeting minimum readiness rate standards and that eligible students be reported as full-time equivalent students for funding purposes.

Requires the Office of Early Learning to establish eligibility criteria, estimate potential participating students by county and coalition, and create reenrollment procedures by December 1, 2018.
