Requires Florida Virtual School to give enrollment priority to dependent children of active duty military personnel whose home of record or State of Legal Residence Certificate (DD Form 2058) lists Florida.

Makes industry certification examinations, national assessments, and statewide assessments available to all Florida Virtual School students, with school districts required to provide testing facilities and dates/times of administration.

Allows Florida Virtual School to use DD Form 2058 to verify residency for military-connected students and serve them directly, with funding provided under existing subsection (3).

Automatically terminates a virtual instruction provider's contract if it receives two consecutive "F" school grades or two consecutive "Unsatisfactory" school improvement ratings, unless the State Board of Education grants a waiver.

Requires background screening for all instructional and noninstructional personnel in virtual instruction programs with direct student contact, with the Department of Law Enforcement providing results to the employing entity and any district where the individual will work.
