SB 1200 Summary

• Creates the Statewide Alternative Transportation Authority within the Department of Transportation, headquartered in Leon County and headed by an executive director reporting to the department secretary.

• Allocates $60 million annually beginning in fiscal year 2021-2022 from the Transportation Regional Incentive Program: $25 million to the Tampa Bay Area Regional Transit Authority and $35 million to the Statewide Alternative Transportation Authority, both requiring one-to-one local or private matching funds.

• Defines "alternative transportation system" as infrastructure and technology designed to move the greatest number of people in the least time, including autonomous vehicles and transportation network companies.

• Requires counties proposing alternative transportation projects to submit detailed project and financial plans to the authority for approval, with funds prohibited from subsidizing projects with existing funding commitments as of July 1, 2018.

• Exempts the authority from departmental policies and procedures to facilitate efficient administration, subject to the secretary's authority to apply such policies as deemed appropriate.
