Excludes Internet video service from the definition of "communications services" and creates a new definition for "Internet video service" as subscription video programming received via wired or wireless Internet connection.

Prohibits public bodies from levying or collecting taxes, charges, fees, or other impositions on sellers or purchasers of Internet video service, except as specified in law.

Removes Internet video service from the definition of "video service" to prevent it from being subject to video service taxation.

Updates cross-references in sections 202.26, 212.05, and 610.118 to reflect the redesignated subsections in section 202.11.

Takes effect July 1, 2018.
