Requires judgments of guilty or not guilty for petit theft, felonies, and chapter 796 offenses to be recorded in either written form signed by the judge or electronic form with the judge's electronic signature, recorded by the clerk of the circuit court.

Mandates that fingerprints be affixed to written judgments of guilty in open court, with a judge-signed certificate attesting to their authenticity; for electronic judgments, fingerprints must be electronically captured with a certificate including a transaction control number.

Establishes that written or electronic judgments of guilty are admissible as prima facie evidence of the defendant's fingerprints and identity.

Requires judges to obtain the defendant's social security number at the time fingerprints are taken or captured, with notation of the reason if the defendant is unable or unwilling to provide it.

Takes effect July 1, 2018.
