• Eliminates most development-of-regional-impact (DRI) review procedures and returns authority to local governments, with proposed developments exceeding statewide guidelines approved locally instead of through state review

• Raises the DRI threshold from 100% to 100% of statewide guidelines; removes the 120% presumptive threshold that previously triggered mandatory state review

• Restricts binding letters of interpretation to previously approved developments and limits state review to areas of critical state concern; eliminates comprehensive development-of-regional-impact applications and areawide DRI designations

• Repeals exemptions for dense urban land areas and requires amendments to development orders for approved DRIs cannot retroactively change buildout dates or reduce protections for vested developments

• Consolidates the Florida Quality Developments program to apply only to pre-effective-date approvals and requires local governments to adopt development orders replacing state orders
