Creates a new Coastal Conservation Association specialty license plate with an annual use fee of $25, with proceeds distributed to Coastal Conservation Association Florida for habitat restoration, fisheries conservation, and marine education.

Revises Live the Dream license plate fee distribution to allocate up to 5 percent for administration and marketing, at least 30 percent each to sickle cell disease organizations and March of Dimes, at least 15 percent each to Healthy Start Coalitions and Chapman Partnership, and up to 5 percent to Martin Luther King Jr. Center as royalty.

Requires the Department of Highway Safety and Motor Vehicles to use Live the Dream license plate fees to first satisfy all outstanding royalty payments to The Martin Luther King Jr. Center for Nonviolent Social Change, Inc., by November 1, 2018.

Distributes remaining Live the Dream funds to subrecipients on a pro rata basis according to specified percentages.

Takes effect October 1, 2018.
