Creates the Red Tape Reduction Advisory Council within the Executive Office of the Governor with nine members appointed by the Governor, President of the Senate, and Speaker of the House to annually review the Florida Administrative Code and recommend rules for repeal or amendment.

Establishes a regulatory baseline as the total number of agency rules in effect on January 1, 2019, prohibiting new rules from exceeding this baseline unless an existing rule is repealed to maintain the baseline.

Requires agencies proposing new rules to submit a rule replacement request identifying which existing rules will be repealed to maintain the regulatory baseline, with committee review to ensure compliance.

Mandates the committee cannot approve rule replacement requests providing fewer than two rules for repeal until the total number of rules is reduced to 35 percent below the regulatory baseline.

Requires annual reporting to the Governor and Legislature on the percentage reduction in total rules compared to the baseline, with information to be published in the Florida Administrative Code.
