Revises definition of "disability" for the Gardiner Scholarship Program by removing anaphylaxis from the list of qualifying conditions.

Authorizes Gardiner Scholarship funds to be spent on school supplies including pens, pencils, notebooks, markers, calculators, and similar items.

Changes Auditor General audits of scholarship program participants from annual reviews to at least once every 3 years.

Caps application fees at $35 per family for both Gardiner and Tax Credit Scholarship Programs and adds income eligibility requirement for Tax Credit Scholarship students.

Changes parent notification requirement from mandatory to voluntary when withdrawing a child from public school to attend an eligible private school, and prohibits use of administrative funds for professional development or school accreditation.
