Raises the minimum legal age to purchase tobacco products from 18 to 21 years old throughout Florida law, including for sales, possession restrictions, and penalties.

Expands the definition of "tobacco products" to include electronic smoking devices and vaping products, while excluding FDA-approved cessation devices.

Changes penalties for selling tobacco to minors from criminal misdemeanor charges to noncriminal violations with fines up to $500 for first offense and $1,000 for subsequent violations within one year.

Removes driver's license suspension penalties previously imposed on minors for tobacco-related violations and eliminates provisions allowing penalty mitigation for responsible dealers.

Repeals section 877.112 relating to restrictions on nicotine products and requires sellers to maintain behind-counter tobacco sales with employee hand delivery, prohibiting vending machines.
