• Authorizes electronic images of warrants, vouchers, and checks in the Division of Treasury to be treated as original records for legal purposes, replacing prior film-based documentation standards.

• Renames the Bureau of Fire and Arson Investigations to the Bureau of Fire, Arson, and Explosives Investigations and creates new bureaus for Insurance Fraud and Workers' Compensation Fraud within the Division of Investigative and Forensic Services.

• Requires child transition plans to include financial literacy information and directs the Chief Financial Officer to develop the Florida Open Financial Statement System, an interactive repository for governmental financial statements using XBRL format, with $500,000 appropriated for fiscal year 2018-2019.

• Makes numerous insurance licensing and regulatory changes, including requiring managing general agents to hold a producer license, eliminating certain annual affidavit requirements for nonresident adjusters, and modifying fingerprint resubmission requirements for existing licensees.

• Revises firefighter certification requirements for administrative and command positions and amends fire equipment dealer provisions to allow contracted permittees in addition to employed workers.
