Require applicants ineligible for social security cards to provide proof of a taxpayer identification number or a number associated with their identity document.

Authorize foreign government-issued documents as proof of identity, including foreign passports, foreign birth certificates, and consular identification documents issued by Mexico or similar documents from other governments.

Prohibit the Department of Highway Safety and Motor Vehicles from waiving knowledge, endorsement, and skills tests for applicants who provide proof of identity using foreign government documents.

Require driver licenses issued based on foreign documents to expire within 1 year or upon the document's expiration date, whichever occurs first.

Mandate in-person submission of the same type of identification document for obtaining duplicates, replacements, renewals, and address or name changes for licenses established with foreign documents.
