Removes superfluous language from section 267.031 regarding the Division of Historical Resources' permit issuance responsibilities for archaeological survey, excavation, exploration, and salvage activities on state-owned lands and submerged lands.

Adds section 267.13(d) to provide that minors committing violations of archaeological site protection laws receive written citations for first and second violations, with criminal penalties applying only to third and subsequent violations.

Requires forfeiture of all specimens, objects, materials, photographs, and records to the state regardless of whether a minor receives a citation, maintaining artifact protection requirements.

Repeals section 267.0625 relating to abrogation of offensive and derogatory geographic place names.

Repeals subsection (9) of section 267.115 relating to the division's administration program for artifacts found in state-owned river bottoms.
