Requires prolific juvenile offenders who violate nonsecure detention conditions to be held in secure detention until a detention hearing is held.

Mandates courts receive and consider a predisposition report from the Department of Juvenile Justice before committing a child, with this report designated as a non-waivable prerequisite to commitment.

Amends the board of directors appointment process for the department's direct-support organization to follow the organization's established bylaws instead of requiring specific representation from businesses and service districts.

Extends the repeal date of section 985.672 from October 1, 2018 to October 1, 2028.

Makes conforming amendments to multiple sections of juvenile justice statutes to incorporate changes to detention procedures.
