Eliminates fees that consumer reporting agencies may charge consumers to place, remove, or temporarily lift security freezes on consumer reports.

Removes exemptions from fees for consumers 65 years or older and identity theft victims who submit law enforcement reports.

Eliminates fees for representatives placing or removing security freezes on protected consumers' reports.

Retains authority for agencies to charge up to $10 if consumers fail to retain personal identification numbers or passwords and require reissuance.

Effective date is July 1, 2018.
