Requires K-12 comprehensive reading plans to provide intensive reading interventions delivered by teachers certified or endorsed in reading, beginning with the 2020-2021 school year.

Mandates that reading interventions incorporate strategies identified by the Just Read, Florida! Office and must be based on research-proven methods.

Directs the Department of Education to consider awarding reading endorsements to individuals holding internationally recognized certifications in evidence-based reading interventions or completing accredited postsecondary programs that require clinical experience.

Requires school districts to provide all elementary instructional personnel access to training sufficient to earn a reading endorsement.

Takes effect July 1, 2018.
